NSSC Approved Criticality of Hanbit Unit 4 During Periodic Inspection and to Conduct Power Ascension and Other Remaining Tests

On December 9, the Nuclear Safety and Security Commission (Chairperson Yoo Guk-hee, hereinafter referred to as the"NSSC") allowed the criticality* of the Hanbit Unit 4, which had been undergoing a periodic inspection since May 18, 2017.

* Criticality means to make nuclear fissions in the reactor occur continuously, resulting in the state where the generated neutrons are equal to the extinct neutrons and therefore, the number of neutrons is in equilibrium

The NSSC confirmed that the criticality of the nuclear reactor can be safely achieved as they checked the structural integrity of the containment building, the completion of repairs to the voids, and inspection on 87 items, among a total of 97 items, to be performed before criticality during the periodic inspection and safety due to long-term shutdown of nuclear power plants.

The main findings and results from the periodic inspection are as follows.

As a result of inspecting the Containment Liner Plates* (CLP) and voids (unfilled concrete), all CLPs** that were less than the standard thickness (5.4mm) were either replaced or assessed on engineering basis, and 140 voids found in the containment building and 23 exposed steel bars found on the outer wall of the building were all repaired.

* (CLP) Containment Liner Plates are a steel plate that prevents leakage of radioactive materials in the event of an accident

** A total of 300 spots (192 spots with corrosion and 108 without corrosion)

The Korea Institute of Nuclear Safety (KINS) confirmed the adequacy through attendance during the repair process, and as a result of the comprehensive leak rate test of the containment building, which was re-performed after all repairs to the containment building, it was confirmed that the related technical standards were satisfied.

In addition, during the periodic inspection, steam generators were replaced with the ones that have tubes made of corrosion-resistant materials to improve safety and their integrity was confirmed through looking at whether the process of manufacturing and installing steam generators was appropriate and conducting welding inspections on related pipes and non-destructive inspections on the tubes.

Considering the fact that the previous periodic inspection was conducted in 2015, the status of reflecting lessons learned from the accidents and malfunctions that occurred in Korea since 2014 and the implementation status of follow-up measures of the Fukushima accident were also checked and confirmed to be appropriate.

In particular, as the Hanbit Unit 4 had been shut down for more than 5 years, additional inspections were performed on major systems, including the turbine-generator systems and non-safety facilities.

It was also confirmed that dry/wet preservation of the facilities and inspection of rotating equipment had been properly performed during the shutdown period, and reliability tests and maintenance of major equipment had been properly carried out.

The NSSC will allow the criticality of the Hanbit Unit 4 based on the results of the periodic inspection so far, and will finally confirm its safety through follow-up tests (10 tests) such as a power uprate test.
